Job Description

The Director General will provide visionary leadership to the Tax Policy Office (TPO), ensuring initiatives are evidence-based, inclusive, and aligned with Pakistan’s fiscal and socio-economic priorities. The role will guide formulation and implementation of tax policy reforms and advise the Minister of Finance on tax policy matters.

Key Responsibilities

  • Provide visionary leadership to the TPO, ensuring initiatives are well-reasoned, evidence-based, and aligned with fiscal and socio-economic priorities.
  • Guide the formulation and implementation of tax policy reforms, balancing economic and social considerations.
  • Promote a collaborative and consultative culture within the TPO, building partnerships with stakeholders for transparent tax policy development.
  • Oversee the design and review of tax policies to promote economic growth, fiscal stability, and equity while upholding simplicity, neutrality, efficiency, and fairness.
  • Lead evaluation of tax proposals and reforms; provide evidence-based recommendations addressing national priorities and stakeholder concerns.
  • Ensure proposed reforms are coherent, implementable, and clearly articulated.
  • Coordinate effectively with the Federal Board of Revenue (FBR) and other institutions to align tax policies with broader fiscal strategies.
  • Develop and implement protocols for secure and efficient data access and confidentiality with the FBR.
  • Engage with government bodies, private sector, civil society, and development partners to build consensus and support for reforms.
  • Advise the Minister of Finance on tax policy, regularly briefing on options, progress, and challenges with pragmatic, analysis-driven solutions.
  • Represent the TPO in national and international fora, articulating Pakistan’s tax policy positions and aligning with global standards.
  • Oversee daily operations of the TPO, including resource management, staff supervision, and task prioritization to ensure efficiency and accountability.
  • Lead a multidisciplinary team, fostering professional development, collaboration, and inclusivity.
  • Ensure TPO activities are supported by robust research and analysis through partnerships with think tanks, academia, and development partners.
  • Prepare annual work plans and set priorities aligned with the TPO’s strategic objectives.

Requirement

Education Qualification

  • Master’s degree or higher in Economics, Public Finance, Public Policy, or Taxation/Tax Policy.

Experience Requirement

  • At least 12 years of leadership experience in tax policy, fiscal management, or public finance.
  • Demonstrated ability to lead transformative initiatives in complex environments.
  • Proven success in engaging stakeholders across government, international organizations, and the private sector.
