Legal Expert

The Expert will be engaged full-time for a period of 6 months to assist the National Energy Efficiency & Conservation Authority (NEECA) in implementing key provisions of the NEECA Act 2016. The role involves working closely with a Junior Legal Expert and supporting NEECA's legal team on institutional by-laws and regulations related to energy efficiency. In addition, a second Senior Advisor will assist intermittently with legal frameworks around standardization, labeling, and energy audits.

Responsibilities

• Coordinate all activities related to the formulation and implementation of institutional by-laws and regulations for energy efficiency, including MEPs, labeling, certification, and energy audits.
• Collaborate with the World Bank to support the establishment of Energy Efficiency Tribunals and represent NEECA’s legal interests in these forums.
• Develop a coordination mechanism with Provincial Governments for the creation of Provincial Designated Agencies as per the NEECA Act.
• Formulate regulations for the management of energy efficiency auditors and inspectors in line with Section 7(x)(iii) of the NEECA Act.
• Create legal frameworks for the imposition of energy efficiency surcharges and mechanisms for managing NEECA’s Revolving Loan Fund/Re-Investment Fund.
• Design and propose rules for para-legal training programs to raise awareness on energy conservation among legal advocates, manufacturers, traders, and the public.

Bachelor’s degree in Law (LLB) from a reputed university recognized by HEC.

Deliverables

• Recommendation of legal mechanisms to establish Provincial/Regional Designated Agencies.
• Legal framework for the establishment and operationalization of Energy Efficiency Tribunals.

Location

• NEECA Secretariat, Islamabad

Experience

• 8–10 years of professional legal experience.
• Minimum 4 years of experience in the energy sector or with a relevant ministry.
